What's the Difference Between OEM and ODM Cosmetics Manufacturing?

OEM (Original Equipment Manufacturer) and ODM (Original Design Manufacturer) are the two most common collaboration models brands encounter in private label cosmetics manufacturing. In an OEM model, the manufacturer produces according to the brand's request, typically using a formula selected from its existing catalog or lightly adapted for the brand. In an ODM model, the manufacturer develops the formulation — and sometimes the concept — from the ground up through its own R&D team, while the brand focuses mainly on positioning, packaging, and marketing.

The OEM approach works well for brands aiming for a fast launch on a limited budget. Building on an already tested, stability-proven formula shortens development time, simplifies the sample-approval cycle, and keeps initial production costs low. That said, the same base formula may be used by other brands, so differentiation largely comes down to packaging, claims language, and brand storytelling.

The ODM approach is better suited to brands that want a genuinely proprietary product claim. Developing a custom formula around a specific active ingredient combination, texture target, or sustainability promise takes a longer development and testing timeline. In return, the brand gains a product identity that's harder for competitors to replicate.

Choosing the right model depends directly on the brand's budget, launch timeline, and long-term differentiation goals.
