What Are CPNP Notification and Cosmetic Product Safety Reports (CPSR)?
Understand what CPNP notification and CPSR safety assessment mean before placing a cosmetic product on the EU market, and how the process actually works.
The CPNP (Cosmetic Products Notification Portal) is the EU's mandatory notification system: before any cosmetic product can be sold in a member state, it must be registered through the portal with details covering the formula, packaging imagery, responsible person information, and product category.
The CPSR (Cosmetic Product Safety Report) is the technical dossier required before that notification. It documents the product's toxicological profile, stability and microbiological test results, intended use conditions, and exposure calculations, and must be signed off by a qualified safety assessor.
On the brand side, this means preparing a full INCI formula list, raw material safety documentation (CoAs, technical data sheets), stability results, microbiological test results (including a preservative challenge test), and supporting data for any claims made on the label. Missing documentation is the most common cause of delay, so planning for these requirements during formulation, not after, saves real time.
